San Francisco, California

89-022  San Francisco, California Earthquake. DEM Sacramento Calif. Dispatched SAR dog teams from MWSD. Grief Therapy and SAR work. Marina District. The main areas stricken were the Marina and the bridge. Not many human victims found dead in the marina area. On the bridge collapse that was a mess.

Philippine Earthquake

Search report:  90-013  July 16, 1990 at 4:26 p.m 7.7 quake Philippine Earthquake Team: H. Oakes SAR Dog Ranger. Kathy Gunn and SAR Dog Cody. We flew as part of the Seattle King Co. Disaster team. We located 25 sites where 59 dead victims were recovered. Per Lt. From SOG Special Forces Task Force. Also assisted in grief therapy and first aid of injured. Total 240 Hours  17,566 Miles.

88-025 12-07-1988 6.8 Armenia Earthquake Spitak USSR. Four of MWSD teams geared up. We were able to send two dog teams in with Seattle King Co. Disaster teams. They were from a SAR Dog team in Washngton State.
Along with them, we sent $3,000 dollars worth of medical gear we gathered through donations in with NW Medical teams. The weather was extremely cold. Snowing hard. There was a factory that collapsed. Numerous victims located inside deceased.

07-18-1990. Teams: H. Oakes SAR Dog Ranger. Cathy Gunn SAR Dog Cody.

Comments: We flew as part of the Seattle King Co. Disaster team.

Search dogs alerted to 25 locations where 59 dead victims were recovered.

We worked the disaster for 10 days. Per Lt. From SOG Special Forces Task Force. Also assisted in grief therapy and first aid of injured.

Total 240 Hours  17,566 Miles.  The last day we were there we met with President Corzano Aquino at the palace.

ACCUMULATIVE DISASTER MISSION LOG.

For: Mr. Harry E. Oakes Jr. and SAR Dogs: Kodi, Ranger, and Valorie K-9-1. SAR Dog Willow, SAR Dog Tyler .

86-001 Clack. Co. Mt. Hood Climbing Accident-OES school incident. Team leader PMR-Team#23 Day#2 and T#2 Day #3. Assisted in locating and recovering two dead adults, 7 dead children. Molly, Gyles, Karen and Leader Ralph Summers survived.

90-007 Ohio, Shadeyville floods. H. Oakes coordinated with Fire Dept. on who to bring in and how to use them effectively for locating bodies.

04-23-91 91-011 Costa Rica Earthquake Disaster. Consult.

94-267-005(A). 07-19-94 Northridge Ca. Earthquake. Mutual Aid Cleared assigned areas by Orange Co. SAR. Found one dead in Apts that were burned out. Also assisted in Grief therapy. Team: H. Oakes/Ranger J. Burgett / Brandy. Total 164 Hours 2810 Miles.

95-408-004 Disaster Kobe, Japan, EQ. NW US Delegate for our SAR team and arranged to have 25 members from N.W.MED Teams and 4 USAR MWSD Teams to respond. United donated tickets.

95-458-054 Oklahoma City Bombing-Disaster Response Federal Building Bombing Murrah Bldg Bombing. Teams: H. Oakes SAR Dog Valorie K-9-1. Valorie alerted on four areas. Found 4 dead kids & 6 adult body parts. We were the only SAR dog team there to also perform grief therapy to the victims from the bombing at the hospital. Totals: 258 Hours 4866 Miles

96-673-029 (B). 02-09-96 Clark Co. Flood Disaster Standby. Checked in with Polk Co. and Clark Co. DEM. Picked up disaster supplies.

96-676-032(A). 02-11-96 Marion Co. Hwy 99E Drowning X(2) OSP request. Team: H. Oakes SAR Dog Valorie and SSSAR (x)2. Victims. Gonon, Satey and Santiago Alblino HMA's (x)2. Drowned when their vehicle went off road into flooded onion field. Made 12 passes. Valorie located both on second pass. 100 feet down stream from PLS. OSP Advised. Total 7 Hours 100 Miles

06-25-96 96-777-133 Saudi Arabia Bombing NATO Consultant.

08-26-96 –08-31-2013. 96-821-177 (A). Deschutes Co. Bend, Ore. Drove to Bend, Oregon for Skeleton Fire Support Mission. Meeting with Humane Society of Central Oregon. Ref: Missing animals and livestock from fire. Grief Therapy and found 27 pets 12 dead the remaining alive.

02-21-97 97-954-029 Lima Peru, Mudslide that buried 300 victims.

07-12-97 97-1036-113 Earthquake S/B Venezuela South America.

04-20-98 98-1172-036 Mult. Co. Apartment Structure fire. 6th and SE Morrison Portland, Ore. Located two cats alive trapped in rubble with Ore. Humane Society.

2011-6846-150(A). 05-31-2011 Joplin, MO. Tornado. Teams: H. Oakes SAR Dogs Willow K-9-1. SAR Dog Tyler K-9-1A. Cher Williams SAR Dog Elly K-9-5. Results: Checked in with EOC. Signed waivers, given assignments. Grief therapy with several police officers and searched assigned areas.

• Middle East Earthquakes Iran and Afghanistan were struck with two of the most deadly earthquakes of 2012. On August 11, 306 people died from the 6.4 magnitude quake that struck East Azerbaijan Province, Iran. This earthquake was in the rural and mountainous areas to the northeast of Tabriz, and was felt as far away as Armenia. Iran's major seismic fault lines make the country prone to much worse earthquakes than this one. A 2003 quake killed approximately 26,000, while a 1990 earthquake may have killed as many as 50,000 in Iran.

Asian Earthquakes
The second-worst earthquake of 2012 happened on February 6, off the coast of Negros Oriental, Philippines. The 6.7 magnitude quake killed 113 people and injured 100, also cutting off water, electricity, transportation, and communications.

The fourth-worst quake of the year occurred in the southwest Chinese province of Yunnan on September 7. The two main shocks of 5.6 and 5.3 magnitude left 81 people dead and 821 injured.

Hurricane Sandy
2012 By far the most lethal and destructive storm of 2012 was Hurricane Sandy. This category 2 hurricane formed October 22, and battered the eastern seaboard until October 29. Damage was sustained from Jamaica through New England, southern Ontario and Quebec. Recovery work continues as nearly $65 billion in damage is restored. Some 253 people lost their lives because of this storm, with the heaviest casualties coming occurring the United States. On November 5, the National Hurricane Center ranked Sandy as the second costliest U.S. hurricane since 1900.

2013. Typhoon Haiyan – Philippines
Considered one of the strongest storms ever to make landfall, Typhoon Haiyan tore through the central Philippines November 8, killing nearly 6,000 people and displacing more than 3.6 million.
The 13-foot storm surge and up to 235-mph wind gusts largely wiped out coastal cities and destroyed much of the region’s infrastructure, such as roads, water and sanitation systems, and telecommunications lines.
“When you look at the mountains, they look bare and stripped of all vegetation,” Aaron Aspi, a World Vision communications officer, told ABC Radio on November 11 from northern Cebu.
Within one month of the storm, World Vision had reached almost 150,000 people with emergency food, shelter, medical attention, and other assistance. It is preparing long-term efforts to help people in as many as 80,000 households in the disaster-prone country get back on their feet.
-Tornadoes – United States
A massive tornado, packing 200-mph winds, raked a 12-mile path through the Oklahoma City area May 20, destroying homes and severely damaging two elementary schools. The twister killed 24 people, ABC News reported.
The week before, as many as 10 tornadoes touched down in North Texas, killing six.
2014. Earthquakes | China
A 6.5-magnitude earthquake hit Zhaotong in China’s western Yunnan province on August 3. The third of four quakes to rock that province this year, it killed more than 600 people and displaced about 230,000. Nearly 155,000 homes and 268 schools, plus roads and other infrastructure, were damaged or destroyed.

March 26 2014 OSO Mudslide. Harry Oakes with his search dogs Willow and Tyler responded. Obtained permission to enter the restricted area to conduct search and rescue operations. There he met with the SAC FEMA team and provided a support role searching. Dogs alerted in one of the piles where and older woman and a young child later were recovered dead.
2015 N. Cal Fires Responded and assisted in a support role for missing pets.
2015 Pacific NW Floods. Responded.
